A complex university with a semi-decentralized management model not only requires a plan projecting their aspirations over time, but also needs every conforming academic unit has its own plans in order to promote their own disciplines and welcome diversity and particularity of each one. This requires a coordinated effort to ensure consistency and alignment of academic units' development plans to the institution and an evaluation of the quality and relevance of these. This essay develops and presents a few criteria for the evaluation of academic units' strategic plans in a university of this kind.
