While the diagnosis of the deficient condition of data distribution in higher education is almost unanimous, the proposals on how to improve it are varied and of different magnitude when implementing them. Several initiatives have been undertaken with relative success, but a national referent giving a satisfactory solution to the problem is still lacking. This document presents a set of proposals for the implementation of a data system with an operational modality based on a coordinated decentralization of sub-systems which must be compatible with a minimum structure of centrally managed data. Thus, based on a common data structure on institutions and students, other systems may be incorporated that owing to their nature, are managed independently from this organization.Downloads
