Reference tariff versus actual tariff: a first diagnosis and initial questions

This article examines and describes the difference existing between the tariff charged by higher education institutions -universities, professional institutes, and technical training centers- for undergraduate studies and the reference tariff established by the Ministry of Education as a maximum amount of coverage for credits to finance higher education. The paper analyses such difference according to the type of institution, career, and campus, and discusses some issues that arise from the gap in tariffs that, at least in a first design, neither the financing system nor the higher education system foresee to coverDownloads
