This article attempts to explain the main precedents that should be taken into account by any higher education financing policy. It emphasizes the advantages and disadvantages that can be identified both in the university loan system as well as in the staggered tuition system. The paper also provides a brief analysis of the scholarship policies implemented during the administration of President Ricardo Lagos and the rationale whereby this policy forms part of the overall student financing policyDownloads
