This paper describes and analyzes the main ideas and recommendations of the Declaration of Bologna signed by the European Union countries and links them with the status of higher education in Chile. Furthermore, it establishes the kind of public policies that would produce the same results as said Declaration given the competitiveness and efficiency in university management.
