The institutional process of evaluation in Spanish Universities began with the
preparation of the National Plan for Evaluating the Quality of Universities. The Plan was approved by the Council for Universities by means of a Royal Decree issued on December 1, 1995. The objectives of this plan are quite explicit: On the one hand, it is intended to rationalize investments made by the state in higher education, by promoting an institutional evaluation in all universities so as to guarantee greater efficiency and effectiveness in the use of resources. On the other hand, it is intended to adopt in Spanish universities the principles, methods and training programs similar to those beingimplemented to improve the quality of education both in the European Union and other countries.
