Who Wins and Who Loses: Quality and Equity Improvement Program for Chilean Higher Education (1999-2013)

This study analyzes the distribution and public financing mechanisms applied to Chilean universities between1999 and 2013 within the framework of the Program for the Improvement of the Quality and Equity of Chilean Higher Education (MECESUP). The findings reveal cases of universities transitioning between less and more advantageous positions in the distribution of resources. While some institutions effectively leveraged the opportunities offered by MECESUP, their resource bases and levels of prestige did not match the traditionally leading universities in the country.
